Yes. You only got the assertions between each individual and its type.
The type system is a DAG (mostly a tree, but there are a few nodes with
multiple parents). In order to get the relationships between types (subclass),
you need to load also the ontology, which comes in an OWL file.

I think you mean that the SPARQL engine behind a particular deployment of
DBpedia is behaving differently from what you would desire. Although there
are bugs in DBpedia, this is not one of them. :) I
I believe these libraries are in the AKSW repo. Also, I think the project
uses Maven2. So it's probably a good idea to confirm these two suspicions
via the documentation for developers in wiki.dbpedia.org
