the short of it: grub can't be installed. The bug report has been
resolved and is closed, but ... the current set of install cd's

solution:
You need to create a console device node in dev on / behind the
tmpfs mount that udev uses:
# mkdir /tmp/root
# mount --bind / /tmp/root
# mknod /tmp/root/dev/console c 5 1
