and not used anymore in Apache2 2.4. There is no chance to fix this in
Debian Stable anyway due to our freezing policy, and the next Debian
release will have Apache2 2.4 only, not using NameVirtualHost at all

The installation was done using multistrap which postpones more postinst
scripts than debootstrap and debian-installer.
Perhaps multistrap should be fixed then.

Stable are extremely sensitive it may well be we wait for another issue
we need to fix in Stable as well.

you are having a policy.d script (i.e. /usr/sbin/policy-rc.d) which
prevents a start. Could that be?

Hi,
not that apache2-suexec is an empty meta-package transitioning to
apache2-suexec-pristine. I decided not to include the copyright file on
purpose for it and users are supposed to purge the package after an upgrade.
But oh well, if it makes you happy ...
