I could reproduce it outside piuparts. If debconf is not installed, and you
try to install cdebconf, you run into a problem:
cdebconf depends on libxft2

Reason is that cdebconf is not yet ready to be a full replacement for
debconf. It is currently mostly available for testing and development
purposes.
