I tried to reproduce this bug, but couldn't find any problem during
upgrade from 4.3.0.dfsg.1-12.0.1 to 4.3.0.dfsg.1-13 on i386 anytime.
And the type of this bug looks be from user's environment or hit dpkg's
hidden problem..., not
