My only disagreement here would be putting it in the ia64 paths. If
someone does the same for x86-32 (and this is EFI so it'll presumbly
smell the same on all platforms) then we'll want the same.
Better I think to generically catch the 0/0 case.

More info on this:
I've tracked it back to at least ID_PATH/ID_PATH_TAG using udevadm. By
the time those
two variables are assigned, different devices are already colliding.
I think I'll be able to work out the problem just tracking down source
with this info.
