It's true
I checked my last debian box. It currently has emacsen-common 2.0.3 and
is missing that /var/... file. Thus 3 of my 4 machines were affected by
this issue.
There's likely a problem involving at least an upgrade path to the
latest emacsen-common via 2.0.3. I tried running a small simulation,
Now it works again. I don't know what has changed. But I guess you
can close the bug for the time being.

I've finished my first evaluation of the socket activation facilities
provided by upstart and systemd. I should note that I'm particularly
interested in this functionality personally: I would use it heavily and
intend to support it in my upstream projects, since it combines much of
the resource
