I'm afraid there's a misunderstanding. I wasn't referring
to signing: I had been checking the "Encrypt with GPG key"
in the Save As dialog.

ompi.pc contains "-Wl,-rpath -Wl,${libdir}"
Is this deliberate? Debian best practice tells us that we shouldn't
use rpaths since they interfere with library search
