/delete any file under /etc/quagga so I don’t
think this change would give any extra permissions and it would make
configuration a lot easier.

Windows 8.1 is pretty common these days. Having this issue fixed is pretty
much required in order to use Debian's samba package as a DC.

levant, my testings have been using source installs
and not the sid package and also this does not seem to happen when
using rt-4.0.0 tarball.
