directly since the current draft of the init policy considers that
action as deprecated, but most importantly because it cannot be fixed
without rewriting the entire corpus of initscripts in Debian.

because the MovePidAbs call to cgmanager is asynchronous. Forking a process
while the parent is still moving across cgroup boundaries can cause the child
to end up in the old cgroups.

when using sysvinit as PID1 and systemd-shim in conjunction with
libpam-systemd starting (or restarting) daemons using service,
invoke-rc.d, ifupdown hooks and initscripts directly place the daemons

merged lock, stock and barrel into #757348.
