$ LC_MESSAGES=fr_FR.UTF-8 torbrowser-launcher --settings
Above command can download FR version of TBB without problem.
So if you meet problems, I guess it's because of the locale settings.

ince it's not in freezing stage.
Lack of upstream support usually means we won't have it in stable.
But if user decide to use backports by their own choice, they should
be able to do that.
