Ok, I've just fixed this myself in 0.12.5+ds-6 via team upload.
The problem was that tzdata is not build-essential. While some autobuilders
still have it installed by default, the default debootstrap in trixie/sid
does not install it anymore in the buildd profile, so it is just
a matter of time

I have been unable to reproduce this (even randomly) for
a long time. Because I don't keep failed build logs for bullseye,
bookworm or trixie, I'm marking this as fixed in the bullseye
version.
On the other hand,
