The console-setup service still fails on boot for the same reason:
- setupcon fails to access some /tmp file, even that the service runs
long after /tmp has been mounted and successfully used by other systemd
units.
- Even dpkg-reconfigure keyboard-configuration causes this bug since it

You are right, the change was reverted (partly) which is the reason why
I couldn't find the bug on Git.
Indeed the other issue is that, if the state-daemon.conf exists, none of
the two services starts.
The initial bug that caused this "bad" fix is also something I recognise

The wakeonlan binary (all versions of all Debian branches) depends on
the netdata package. Without netdata, the following error shows up:

Currently the issue completely breaks certain Transmission usage
scenarios on Debian stable branch.
At best, the fix it is applied directly within the "stretch" branch,

Same here on Debian Buster with console-setup v1.188 and "de" keyboard
layout.
Same as well on Raspbian Buster on RPi2, which has the same
console-setup version and keyboard layout.
I narrowed it down a bid to the "setupcon" command, when configuring the
Package: coreutils
Version: 8.30-1
When using "apt-get" to install, remove and/or purge packages and piping
output to "tee", a minor output alignment issue appears.
Depending on terminal dimensions, the wrong aligned lines are different.
Due to mail line break, the examples below do not show
