Just a note on the behaviour, in the hope that it helps to understand
the problem.
It seems that evince DOES register the action (changes page) but does
NOT refresh the screen (or rather, redraws the screen before the change
takes place, except on the last/first page).

Now, with version 2.24.2-2+b1 (testing) everything works fine but with
version 2.26.1-2 (unstable) some problems reappeared...
Actually, strange things happen depending on the navigation direction.
Taking Ronny's minimal example:
1. Forward navigation:
1->2, 2->3, 3->4 : OK
4->5:
Ronny, I confirm your observations on Lenny's version of Evince.
However, with version 2.24.2-2 in unstable, everything works perfectly.

I just noticed that this was actually related to the time interval
between requests to change pages. If two scroll actions are too close
(less than one second approximately), the last is not taken into
account. Otherwise, both are interpreted.
I've reproduced this with evince 2.22 and 2.24 on lenn
