Hi David,
to use vpnc as ordinary user, have a look at network-manager-vpnc or
kvpnc.
For vpnc itself I don't think suid is going to happen any time soon.
/usr/sbin/vpnc currently has an option --script, and by default relies
on a shell script /etc/vpnc/vpnc-script

My use pattern of vpnc (especially for a laptop) is connect, work for
a bit, disconnect. Since connections seem to get lost occasionally,
leaving connected does not really seem possible. In this situation it
seems unfortunate to require root
