what you do here is totally unsupported, as a debian package,
and i doubt it's going to work even with the pristine redmine tarball
until a rails 3 compatible version is out.
However, you could try hacking your environment.rb to load versioned rails gems
as described in
Package: redmine
Version: 1.0.3-1
Severity: normal
i have recently switched to using Ruby Enterprise Edition that includes
Passenger 3.0 and Rails 3.0.3.
I know that Redmine supports currently only Rails 2.3.5, however, it should run
correctly in an environment where two concurrent gems are
