I am still suffering from this bug.
The problem seems to be because when a keyboard is plugged in, X configures
it, but xfce does not.
gnome-settings-daemon had to fix a similar bug, see here:

I have the same problem, also with xfce.
In my case, the hibernate command (version 2.0+15+g88d54a8-1),
unloads/reloads ehci_hcd on suspend/resume, which is what my keyboard is
attached to.
In /etc/hibernate/blacklisted-modules it says
ehci_hcd2.6.0 2.6.14

I configured the keyboard autorepeat rate and delay via the
xfce4-keyboard-settings dialogue. This works fine, but the settings
are lost after waking up from sleep (ACPI state S3, if that matters).
