Based on other discussion in the bug, it appears to have been
subversion.

I have the same symptom here too.
Note that
sudo svn
invokes the infinite loop, whereas
svn
works as expected.

The xargs issue is AFAIU unrelated to the svn one and fixed in
bash-completion 2.1, specifically by this commit:

xargs -d "\n" < [TAB] works fine and shows filelist using bash-completion
1:1.2-3, but loops with 1:2.0-1

Talking about upstream packages - I'm not a Debian user so I'm unsure
about the packageing - the culprit is subversion. The old, deprecated
svn completion included in bash-com
