If you compare /etc/dbus-1/system.d/org.freedesktop.systemd-shim.conf
with /etc/dbus-1/system.d/org.freedesktop.systemd1.conf you'll notice
that the systemd-shim policy is much more limited/restricted then the
systemd one.

Severity: important
Having systemd-shim installed or removed (but not purged) breaks
systemd's systemctl with permission errors. I didn't check if it
breaks more.
