Same problem here, on debian Jessie fully upgraded. Sometime it works,
but the most of the time it doesn't.
I've also installed firmware-atheros_0.43_all.deb, but it doesn't solve
the issue.

I was able to "fix" this by installing package for firmware of Qualcom Atheros
bluetooth (firmware-atheros_0.43_all.deb)
Nevetherless, althought now there are devices listed, I'm unable to make a
bluetooth mouse to work (Genius Micro Traveler 900 BT).
It states it is connected, yet it does
Sorry for reviving an old bug but I have exactly the same issue on
gnome-shell 3.14.4 with gnome-control-center 3.14.2
Nothing visible under bluetooth control panel except text ("Devices",
"visible as foobar") and the switch button.
However, the blutooth daemon is indeed running:

Under bluetooth in gnome-control-center I can't seem to find any devices
listed. There is no box, no buttons, basically nothing expect for Visible as
'Foobar' on right side of the window, and Devices on the left.
