i got the same problem that i use ippredator and it seems their whole ip
range is blocked for the wiki :-( wasn't it only single ips spammin?
In germany some freifunk communities use ippredator as vpn so all the
clients of these nodes won't be able to see any debian wiki page...

Without my IPredator VPN, I can request https://wiki.debian.org/ (and
sub-pages) fine. With VPN, I always get a page saying:
