as Pino said, you should wait for kmail2 to enter testing.
I use kdepim modules from unstable with german translation ok.
So either wait or move to unstable.

Dear Maintainer,
I noticed, that the latest version of kde-l10n-de lacks the German translation
of kmail2 (maybe others,too).
This is in version kde-l10n-de_16.04.3-9, whilst the former version
kde-l10n-de_16.04.3-8 is running fine.
