I realized that the problem stems from the fact that the ~ modifier to
here documents is apparently relatively new to Perl. While the example
code I provided runs fine on 5.28.1, it fails on 5.24.2 (the version in
Stable). I suppose

Dear Maintainer,
Syntax highlighting is broken for Perl here-documents with ~ modifier.
The parser apparently doesn't understand that the whitespace-prefixed delimiter
ends the quoted text, and continues to highlight the following text as
quoted.
