Hi,
While working on rebuilding the website within stretch and buster, I've
noticed the following.
The turkish subdirectory doesn't build in buster, apparently due to
possible locale issues:

I'm not sure if I missed some steps, but I couldn't reproduce this issue.
Yet, I hit another one:

To avoid such errors you need to make the english folder first, I think
make -j1 -C english STRICT_ERROR_CHECKS=1 USE_SAMPLE_FILES=1
and then
make -j1 -C turkish STRICT_ERROR_CHECKS=1 USE_SAMPLE_FILES=1
I cannot reproduce the error in Stretch, the error happens only in Buster.
