However, there might be problematic packages in Debian:
If a reverse dependency has a GPL-2+-incompatible license
it is affected by libtiff linking with libjbig.

/usr/share/doc/libtiff5/copyright that even though the tiff source
package in general is under a BSD/MIT style license, the Debian build
