There needs to be some system so that reconfiguring or reinstalling
the package does not give you an error. With the current setup, if you
install the package twice it will not work.
I actually consider this to be breach

This was about an ancient debhelper bug that tried to install
package.doc-base.ex files, probably a few years ago now.

It's actually coreutils' fault, no idea why they suddenly started
shipping a kill manual page, but procps has had one literally for years.
Re-assigning it to coreutils and merging with bug 314713 if i get the
