I think your problem might be that you should put the "prefix=usr" in
the "autogen" line. It worked for me as follows:

to 60.2.0esr-1~deb9u2 on a Raspberry Pi (armhf architecture):

After some consultation on IRC, the attached patch (to be applied
against 2.0.11) fixes bugs #291666, #291668 and #291665, and some
other issues that came up while we were chatting.
The manpages need some beautification, I am a nroff idiot.

to allow variables to be set from the other or even from both
configuration files.

In the case of a defer (ie: a DNS timeout), this logs but does not
