An alternative is to specify the target used to generated the javadoc.
By default javadoc:jar is called. Switching to javadoc:javadoc solves
this issue:

clirr doesn't use asm. You are seeing this error because clirr expects
you to specify the classpath of the libraries compared. You can do that
with the -ocp and -ncp command line parameters.

I'd like to request the removal of geronimo-activation-1.1-spec, this
package provides an implementation of the javax.activation API which
is now a standard part of the JDK. There are no reverse dependencies
left on this package.
