I've been encountering similar errors when attempting to upgrade from
0.9~rc2-2 to 0.9~rc2-3 or (now) 0.9-1, and would suggest adjusting
zutils's preinst script to establish the diversions whenever they're
absent, even when upgrading from an older version.
Here's the sequence

This is an unsupported upgrade path your're doing, hence closing.
Supported partial upgrades are version_n -> version_n+1 etc., not
version_n -> version_n+x where x>1.
it happens rarely and it's inconvenient, but it's even more a mess to
retro-actively add partial upgrade handing for versions tha
