I think this bug is at least fixed in 2.0.55-4.2.
I looked at the initscript of apache2 and found this as reload:
log_begin_msg Reloading apache 2.0 configuration...
if $APACHE2CTL graceful $2 ; then
log_end_msg 0
else
and removes them when you
remove the package.
If you want to have a look on my patch:

Hey,
this package will soon disappear. There are only very few users left, it seems
to be buggy since lenny and there is no maintainer.

Hey,
is there any progress on this issue.
I've seen that you wanted to patch bacula to use shared debconf questions,
however we've not Jan 2010 and nothing happened (and the security hole is
still there)
Do you have time in the next week to fix this issue? Otherwise I'll NMU around
friday
Hey,
I can also confirm that bug, after a recent upgrade the path to the initrd and
vmlinuz was wrong a /boot/ was added before. Removing /boot/ from the path
worked without any problems.
I've /boot on a separate partition, if this helps (/dev/sda1), /dev/sda2 is my
root-filesystem.
Hey,
If the patch is not meant for a debian/vanilla kernel then what point is
there in debian shipping the patch but not a kernel it can be applied
to?
To ease the usage of lustre on a non rhel or sles system. I know that the
situation is not optimal, but sadly this won't change in the near
severity normal
thanks
As neither Denis, nor you, nor I can reproduce this issue, I lower the
severity so that the new mc can migrate into testing. If you're able to
reproduce please raise the severity again please.
