confirm that by either using the pkmon tool to monitor PK activity or

Can you please test if this issue still exists with sddm/0.12.0-1 ?
It's likely fixed in the newer upstream release.
Can you also check that /etc/sddm/Xsession is marked as executable?

PackageKit side. I believe PK is the right way to go, but only if the
current APTcc backend gets a few improvements and if we identify the
(Debian-specific) stuff PK is probably missing.
