w3m should not be setuid root. It needs to be setuid root because
/dev/MAKEDEV
The solfege package is listed in the update_excuses file with the
following message: "Trying to remove package, not update it". The
package is removed from testing, and several uploads have been made to
unstable since that time. I believe it should be allowed to enter
testing, and thus be remove
