planning to do for the GNOME Shell 46 transition. Here is my guess on

I think if "budgie-desktop" is following its own path, then it should take
care of the extra effort needed in this case.
Stalling GNOME shell 45 for 10 months is not good.
Doesn't debian have a policy for handling issues like this ?
