Freeze exception for qpsmtpd 0.40-3

Please unblock qpsmtpd 0.40-3 from testing. It contains a translation update and a lintian/formatting fix to the copyright doc. It's had 11 days in unstable and two weeks in production testing on my own hosts. Debdiff follows: diff -u qpsmtpd-0.40/debian/changelog qpsmtpd-0.40/debian/changelog
