The problem is we require 2.0, and stretch is using 2.1. 1.4 is not
needed.
Is there a way to install 2.0 on stretch?

jessie is end of life, and moved off mirrors.
The current stable release is stretch.
You can query this info automatically with:
$ debian-distro-info --stable
stretch
Similarly for Ubunt
