I don't think this is a boot floppy problem.
Under Debian 1.2, the wd driver is in a module. You should be able
to remove or reconfigure that wd module by booting your system with
the rescue floppy, mounting your hard disk, and editing /etc/modules
or /etc/conf.modules on the mounted hard disk.
Is there a US PGP .deb package anywhere? I will be darned if I can
locate it. I am probably staring right at the thing. I seemed to be
able to find pointers to the non-us PGP but where is the US version?

Easy mistake.
The directory where you found the resq1440.bin file also contains
rawrite2.exe . Use that to write the raw floppy disk image files onto
your floppy. They don't go in the filesystem - instead they over-write
the filesystem.
