Puedes limitarlo por apache2 con el módulo libapache2-mod-bw, habrán más
módulos seguro.
Si no recuerdo mal, este módulo, ajusta cada ancho de banda a nivel
general o de VirtualHost.
Ahora es cuestión de echarle imaginación.
