normally, your cdrom device is linked to /dev/cdrom
so you should relink it to the new device:
rm /dev/cdrom
ln -s /dev/hdb /dev/cdrom

I'm not quite sure what you mean by "recognize the CDROM", but perhaps
you are looking for /etc/fstab?
