As of 22 June 2000 - PolyglotMan (rman) 3.0.9, and TkMan 2.1 are released.
They are at long last Open Source, under the Artistic License.
rman (3.0.8) is currently in non-free. TkMan has no official deb maintainer.

I have repackaged TkMan. It is an unofficial package for woody (unstable).
TkMan is a graphical, hypertext manual page and Texinfo browser for UNIX.

I seem to have broken TkMan on my Debian 2.0 i386 hamm system. It used
to work great, but since I picked up and installed a few packages from
slink (apt, gnome, kde etc. all of which work well enough), I get the
following messages from tkman.

Thanks to the many people who replied to this.
The options are to buy the tools from SGI or install GNU groff.
groff installed without problems and everything works just fine.
