We find that /usr/X11R6/lib/X11/locale/ja_JP.UTF-8/XLC_LOCALE and
/usr/X11R6/lib/X11/locale/zh_TW.UTF-8/XLC_LOCALE are still broken in
xlibs-data 4.3.0.dfsg.1-12.
