address) the external messages are processed through Declude and actions are
taken despite global.cfg actions being set to "Log" for outgoing messages.
I'm having trouble completely disabling outbound scanning (or at least
actions) for all hosts on our server. I'm running v1.78i9 PRO on IMail 7.15
w/ a mixture of per domain / per user junkmail settings.
