If the source is too small, then surely any converted image will also be too small. What you may have to do is a bit of careful editing with the pencil tool. Paste the too-small image into a right-size bitmap, then stretch it out to fit, so you have a very chunky bitmap. Then use the pencil tool

You could use the Windows 2000 task scheduler as that runs as a service and by default allows interaction with the desktop, so should still run okay without any changes. But of course if on NT then out of luck ...   You could try this for your current programs without any changes to them.
