How can I turn this bug into a feature request? I'd like to request
that the blue-slide icon have some hint about why it's not a thumbnail,
so that the next person who encounters this behavior will know why it's
happening, and what to do about it.

This patch resolves the issue, but to be precise we should also set
/org/freedesktop/Hal/devices/dell_lcd_panel:
laptop_panel.brightness_in_hardware = true
in hal-info(?). To do it manually:
sudo hal-set-property --udi '/org/freedesktop/Hal/devices/dell_lcd_panel'
