Not sure how this would be a fonts-noto bug. Sounds rather as a qt one
to me.
With that said, I would guess that the observed conflict can be handled
through some kind of font configuration. Have you tried a configuration
file which prefers the fonts installed by fonts-symbola?

update :
just did a fresh offline install of 20.04.2 & it by default has file
roller / gnome archive manager
version 3.36.3
tried extracting the above mentioned 2 files & it worked perfectly.
did an update & after the update file roller / gnome archive manager
version 3.38.0 fails to
extract.
All autopkgtests for the newly accepted gdm3 (3.38.2.1-3ubuntu1) for hirsute
have finished running.
The following regressions have been reported in tests triggered by the package:

Overview sometimes fails to appear or
I have this bug on a fresh install, sort of a bummer. Disabling the dock
extension did resolve the issue.
System information:
Dell Inspiron 5502
Intel i7-1165g7
16 GB RAM dual channel (mixed manufacturer, same RAM specs)
Dual NVMe SSDs, with ubuntu/grub isolated to secondary drive, windows 10
