There is a better temporary fix for this issue.
Just right-click panel then pick Properties-Background
and quickly change it and change it back.
(this seems to reload the panel)
I'm still hoping a proper fix can be implemented before final release!

Can someone please explain
what typing compiz --replace in terminal does?
It does indeed fixed this terribly annoying bug in panels,
but I don't understand what it does.
When I type the command in terminal, I get this:
Can someone PLEASE fix this BEFORE Beta 1 - This is the only issue I
have with Alpha 3 fully updated to today

Hi, thanks for the reply to this bug. I am not using Unity and am using
Ubuntu Classic Desktop so this is unrelated to Unity.

Further investigation yields more important information about this bug
when using Ubuntu Classic Desktop. After logging into system, the
current theme is correctly applied, but after about 20 seconds the
top/bottom panels change to default white with black text(does not
affect window titlebars).
Hi, I have this problem too on my NetBook with 600 vertical lines of
resolution. I place the menu at the bottom panel and when I try to
scroll though /System/Preferences using the bottom arrow of the menu
using the mouse the menu scrolls back to the top when the mouse is moved
off the down arrow.
