I have reproduced the issue with gnome-system-tools in jaunty,
2.22.2-0ubuntu3, and have verified that the version in jaunty-proposed,
2.22.2-0ubuntu4, does not allow the creation of a user id that matches
an id that exists solely in the group database (pulse-access is another
example of this).
I have also reproduced the issue with hardy's gnome-system-tools,

Charlie, did you actually try it like so? I went ahead and built a
gnome-screensaver package in my ppa
(https://launchpad.net/~sbeattie/+archive/ppa) and used it on the
xubuntu livecd (build 20090406.1) and, while gnome-screensaver-
preferences does then show up in the menu, when I actually opened
Charlie: we can ask for sponsorship, then, if you're happy with the
change, as the debdiff does enable it. It seems a bit odd to have both
the individual screensavers listed and the preferences tool as a
separate option.

the 5.22.2-0ubuntu1 package in -proposed, in multiple locales. I didn't
exercise gcalctool fully, but I didn't notice any regressions in
behavior, either.

I installed eog 2.22.2-0ubuntu1 from -proposed in an x86 hardy image and
tested it on some random images and it appears to work, though I didn't
test some of the more obscure image formats.
The changelog mentions addressing three gnome bugs: #527798 compile
warnings, #530102 Doesn't register
