Also bug #188702. I hesitate to mark these all as duplicates until it's
confirmed that disabling Locate Pointer works for them all. But I
wouldn't be surprised.

Locate Pointer -> Show position of pointer when the Control key is

David, it might be clearer if you start your own bug report, if Locate
Pointer has nothing to do with your bug, especially since the Locate
Pointer bug seems to fix things for Stefan. That way, people will have
a clean description of the can't-lock-screen-immediately bug right up
front.
And while
I have this bug too. I can confirm that unselecting "Show position of
pointer when the Control key is pressed" fixes the bug. Note that Ctrl-
Alt-L (Lock screen), Ctrl-Alt-S (Suspend), and Ctrl-Alt-H (Home folder)
break, but Ctrl-Alt-D (Show desktop) and Ctrl-Alt-T (Open terminal) work

I had this problem in Hardy and still have it in Intrepid, on a Dell
Inspiron E1505. Please let me know if I can attach any helpful log files

I have this problem too, although it doesn't behave quite the same way.
If I set brightness to the dimmest setting using the brightness app (I
put a button for this on my panel and use that), then this will be reset
to full brightness whenever I close the laptop lid or log out. In the
