I have found a workaround by adding a sleep period of 5s in the startup
application command line for my synergy and hplip-systray on ubuntu 20.04:
sh -c "sleep 5 ; exec /usr/bin/synergy"
sh -c "sleep 5 ; exec hp-systray -x"

I replicated the problem installing Dapper from a live cd.
There was a warning on the 43G fat32 partition.
I used Partition Magic to resize it to 29G and the warning
went away so I would guess that there's a problem with
fat32 partitions over 32G.
