Understand what you say about the Dell display - but I see the same behavior
regardless of the screen I am using.
As for Wayland - get the same stuttering - that is why I believe it is related
to the intel i915 driver.

Confirmed that switching from Wayland to X11 has resolved issue. Still

Same issue occurred for me today on upgrade from 22.04 to 24.04. There
was some error during the initial upgrade, causing it to exit and it had
to be resumed. After the upgrade completed, `/etc/resolv.conf/`
I disabled gnome extensions again, along with the built-in extensions as
well. Issue still persisted.

1532508 is supsend issue.
This does not require supsend.
Just do nothing for the amount of time it takes to cause the screen to lock

(Gmail) through the Evolution application then there is no problem. I
suspect the problem is with Gnome's online accounts through settings -

1. The initial CTRL-C works fine.
2. Subsequent attempts are OK if one presses CTRL-C twice on the source cell
