Binary package hint: rhythmbox
Opening Rhythmbox and starting an RadioStream right away doesn't work.
Open Rhythmbox, opening an Soundfile (like an Mp3 of the library),
stopping the Playback and after this procedure opening the RadioStream
works.

on my system the bug is reproducible.
Like is said in the bug report, you only have to open rhythmbox and start to
open a Internet-Radio-Stream. In this case rhythmbox won't start the stream.
Sometimes it even crashes.

Excuse the discription before. I thought it was specific enough.
I will try it again:
Soundfile: I soundfile from the Musiclibrary of Rhythmbox. In my case
these are Mp3's or Ogg's.
RadioStream: This is the stream-adress:
